Can I start a small home business if I do not own the home?

I am currently renting the house I live in, and am starting a small rental company that will be based from my home. Any dealings will the public will not be done on the home property, but I am wondering if I can legally have a business there if I do not own the property. Do I have to have permission from my landlord?

Yes. You can start a home business even if you do not own the home. The more important issue is your zoning in your neighborhood.
Locate your local Chamber of Commerce or contact the city of your residence and inquire about getting a small business license. They will walk you through (or put you in contact with) the agency responsible for checking your zoning status.
Most neighborhoods will be zoned for certain small business offices in the home. However, most neighborhoods would not allow you to operate a towing company or a farm equipment supply company.
I run my Mary Kay business out of a rented home and have also operated a dog training service from a rented home. You do not need permission from your landlord. Just the zoning check.
